Background:

In addition to hosting the world’s largest refugee and migrant population – estimated at 4 million people, including 1.8 million children – Turkey opened its borders to accommodate newly displaced populations fleeing the armed conflict in Ukraine. This crisis is under L3 emergency category.

Since the beginning of the war in Ukraine, more than 4.3 million refugees have been forced to flee from Ukraine. Together with individuals who crossed borders to enter neighboring countries, an additional 6.5 million people have been displaced internally within the country. According to unofficial sources it is estimated that at present Turkey is hosting approximately 60,000 people, including 30,000 children displaced from Ukraine. According to the same sources, it is estimated that certain proportion of displaced people from Ukraine continues their journey to other destination countries, including the Gulf States and the US. UN agencies, including UNICEF, are closely coordinating with the Government counterparts and NGO partners with the aim of assessing the emerging humanitarian and protection needs of newly arrived displaced people from Ukraine as well as to explore opportunities to extend existing humanitarian response plans in Turkey (most notably the Regional Refugee and Resilience Plan (3RP)) to respond to those needs.

The main purpose of UNICEF’s programmes to be supported by this consultancy are to support the human resources capacity of the MoFSS and improve their capacity to identify and respond to the specific needs of vulnerable and disadvantaged children and families through provision of technical support and additional financial and human resources capacity.

Purpose of the Assignment:

The Social Worker shall support the activities and programmes of the MoFSS and PDoFSS targeting Ukrainian children and families, share regular information on the situation and needs of the children and monitor the activities of other organizations. Detailed terms of reference for the assignment will be agreed with MoFSS after the candidate is recruited and assigned.

Description of Tasks:

- Identify children and/or families in urgent need of support and inform and coordinate witht he relevant authorities in coordination with PDoFSS

- Ensure the coordination with the caregivers and support them on setting the daily routines, setting the rules and protect children from any kind of risk

- Conduct the programmes and activities agreed with MoFSS and PDoFSS

- Monitor the wellbeing of children, pursue the best interest of children

- Ensure the access of children and families to the relevant services

Qualifications & Requirements:

- A University Degree in psychology, sociology, social work, psychological counselling and guidance, child development, teaching or other social science field is required.

- Minimum two-year experience in the field

- Fluency in Turkish is required

- Written and spoken Ukrainian, Russian and/or English is an asset

- Good command of MS Office tools

- Ability to undertake in-person interviews, group work, and community work

- Must possess good communication skills and an aptitude for team work

- Experience in working with vulnerable persons and especially with children is highly preferred

- Experience in community-based programmes is an asset

- Familiarity/prior experience within migration and emergency response sectors would be an advantage

- Sensitivity to cultural, religious, age and gender differences and the ability to work in a multi-cultural environment
